She equips teams with simple tools to drive measurable results at work and home.

Sarah-Joy Lewis

Director, Local Partnerships

Sarah-Joy works with Welsh Government and Local Government and has previous experience working internationally. She is a key member of Local Partnerships’ transformation team supporting the organisations plan for and deliver change, working across the transformation lifecycle, as well as toolkits and resources for the sector. Her work has also included delivering Climate Strategies, providing support to the Welsh Government’s Energy Division and delivering projects to build the commercial capacity of the public sector.

Sarah-Joy began her career working in local authority homelessness, and has since worked in local authority commercialisation roles, and has supported the development of local authority trading companies. Sarah-Joy is Chair of Fairplace Homes, a registered provider of Social Housing.

Phil Rumens

Principal Technologist, Government Digital Service - Department for Science, Innovation and Technology (DSIT)

Phil is Principal Technologist for GDS Local, part of the Department for Science, Innovation and Technology, having previously spent over 20 years leading digital teams in local government. He is leading national work on a vision for local government technology, to bring clarity, coherence and practical direction for cross sector change.

Miles Thomas

Head of Project Management Office, Caerphilly CBC

Miles Thomas is Head of the Portfolio Management Office at CCBC, leading change and transformation across the authority. A specialist in Customer Experience, he is committed to shaping services around real community needs—driving culture change, modernising delivery, and ensuring transformation programmes translate into meaningful, practical outcomes for residents.
