Public Sector Fleet & Transport Conference 2026

We are pleased to announce the third annual Public Sector Fleet & Transport Conference at the beautiful One Great George Street venue in Westminster (The Institution of Civil Engineers).

Taking place on the 7th July, the national Public Sector Fleet & Transport Conference will see circa 100 public sector fleet and transport professionals in attendance, bringing together central government, local authority, NHS and the wider public sector in one place to hold key discussions around standards, policy, government guidelines, issues, opportunities and partnerships.

Delegate places are free of charge for all fleet and transport professionals employed within the UK public sector*. Places will be allocated on a ‘first come, first served’ basis and must be booked in advance.

A hot buffet will be served for lunch and refreshments will be provided throughout the day.

*Attendance is free for fleet procurement and transport professionals directly employed by local authorities and the wider public sector only

Plenary includes:

  • Fleet Zero – the Road Ahead
    This presentation will explain how National Highways is working to transition its fleet to zero emission, the challenges and lessons learned along the way.
  • Leaving no one behind: The role of Community Transport in Bus Reform
    Bus franchising and enhanced partnerships offer a real opportunity to build a transport system that works for everyone. Realising this means looking beyond the core network to the passengers who face the greatest barriers to travel. Community transport operators are uniquely placed to support this work, providing flexible, accessible and person-centred services that complement the wider system. This presentation explores how CT can be embedded within franchising and enhanced partnership frameworks to help deliver genuinely inclusive transport.
  • DVSA Earned Recognition: supporting fleets, communities and our industry
  • Driving Better Outcomes: Unlocking the Power of the CPC Drive Framework
    Attendees will gain insight into the key benefits of using a framework, including improved compliance, streamlined processes, cost savings, and enhanced collaboration. The session will also address why frameworks are increasingly essential in modern procurement and service delivery environments, helping the public sector make informed, transparent, and value-driven decisions.
  • Fleet Procurement for the public sector – joining the dots
    TPPL’s innovative approach streamlines the procurement process to reduce duration & resources, improve value, and ensure compliance with complex public procurement rules. Learn how they deliver effective procurement for nearly 1,000 public sector organisations whilst helping them to achieve fleet decarbonisation. Their presentation will summarise challenges and opportunities presented within public procurement since the Procurement Act 2023 went live in February 2025.

Sessions include:

  • Office of Zero Emission Vehicle Update – progress towards ZEV transition and market update.
  • Managing the Mixed Fleet: Operating EVs and ICE Vehicles in the Public Sector
    Most public sector fleets will not be fully electric for years — and managing EVs alongside diesel, petrol and hybrid vehicles creates operational complexity that neither pure EV platforms nor legacy fleet management tools are built to handle. This session introduces Volteum, an end-to-end operating platform built for the mixed fleet reality, covering two capabilities fleet managers need today: planning which vehicles to replace and when using real-world operational data rather than WLTP assumptions, and managing day-to-day performance across all vehicle types — charging costs, fuel spend, vehicle health, mileage, fault detection and reporting — from a single platform, with no additional hardware required.
  • Rethinking Fleet Procurement: Innovation, Electrification, and the Role of BYD
    This session will outline BYD’s history, core technologies, and product portfolio, while examining the rapidly evolving vehicle and fleet landscape in the UK. It will highlight the importance for public sector fleets to adopt innovative technologies and consider new suppliers on their path to net zero and explain why BYD should be a key contender in their procurement considerations.
  • The Case for action, a time for change to the traditional approach to road safety and fleet management
  • Panel of Association of Fleet Professionals (AFP) members from Public Sector

Assistant Director of Corporate Fleet, Transport and Accessible Community Transport at Islington London Borough Council

Chris is responsible for over 500 fleet vehicles and 150+ staff including transport, workshop, drivers and passenger escorts within the Islington Council Accessible Community Transport team.

He is responsible for leading, managing and developing exceptional, high quality, high performing good value and efficient front-line services.

Martin Edgecox

National Fleet Manager at National Highways and Director at Association of Fleet Professionals (AFP)

Martin Edgecox has enjoyed a diverse career, working with manufacturers, central government, trade unions and leading fleet operations within the automotive supply chain. As national fleet manager for National Highways, he leads a team that deliver highly demanding, round-the-clock services. Martin chairs the government’s Office for Zero Emissions (OZEV) working group for special vehicles and is also a board member of the Association of Fleet Professionals (AFP). Martin is currently working hard to move the fleet to a zero-emission future.

Caroline Whitney

England Director/Head of Membership Services, Community Transport Association

Caroline is England Director at the Community Transport Association, leading national work to support and strengthen CT operators across England. She shapes future-focused approaches for the sector, from national transport policy to long-term sustainability, with a strong commitment to championing community transport as part of a fair and inclusive transport system.

Phil Breen

DVSA Earned Recognition National Account Manager, Driver and Vehicle Standards Agency

Phil has worked for DVSA for nearly twenty-one years. He has a proven background in deliveringwith an enforcement, transport and intel led sectors. His current role within Earned Recognition is to develop the scheme and engage with the ER members. Phil engages with industry to understand new developments to ensure that are in line with the ER ethos of safety & compliance. Aswell as informing industry about the Road to Earned Recognition, aimed at new operators helping them get it right from day one.

Catherine Pugh

CPC Drive Commercial Manager, NHS North of England Commercial Procurement Collaborative

Peter Vickers

Business Development Manager, The Procurement Partnership (TPPL)

With over 7 years’ experience in the Department for Transport, Ben has a proven background in transport strategy and policy delivery, across a range of modes. His current role within Office of Zero Emission Vehicles sees him lead a team responsible for Fleet, Van and Used vehicle market policy, among a number of areas.  

Dale Eynon

Government Affairs and Policy Lead, Association of Fleet Professionals (AFP)

Dale acts as an advocate for the industry body, managing relationships and communications with politicians, civil servants, and other decision makers and influencers.

A well-known and widely respected figure in the fleet sector, Dale spent 20 years working at the Environment Agency, part of the Department for Food, Agriculture and Rural Affairs (Defra), rising to director of Defra Group Fleet Services before becoming an independent consultant.

Jeanette Griggs

National Corporate and Public Sector Manager, BYD

Jeanette Griggs is National Corporate & Public Sector Manager at BYD, leading a growing team of fleet experts working with corporate and public sector organisations across the UK. She specialises in fleet electrification, salary sacrifice, and complex vehicle requirements, including blue light and conversion vehicles. Prior to BYD, Jeanette headed up Volvo Special Vehicles, giving her strong insight into the operational needs of specialist public sector fleets.

Stuart Lovatt

Getting there

By London Underground
Both Westminster (Exit 6) on the District, Circle and Jubilee lines, and St James’s Park on the District and Circle lines, are just 5 minutes walk away. For more information, visit the Transport for London website.

Walking Directions from Westminster Tube (exit 6)
When you arrive at the top of the stairs you will be on Whitehall. Turn around (as if you were to walk back down the stairs) you are now facing Parliament Square. Walk around to the right onto Great George Street until you come to two sets of traffic lights. Cross over both and continue walking straight down Great George Street for about 1 minute. One Great George Street is the last building on the corner of Great George Street and Storey’s Gate. The building is also the home of the Institution of Civil Engineers.

Disabled Parking
The nearest Blue Badge disabled parking bay is located on Matthew Parker Street (drive down Storey’s Gate to the west of the venue and take the second right). Alternatively, a little further away, there are bays on Old Queen Street and Queen Anne’s Gate. These Blue Badge bays offer free parking for up to 4 hours between 08.30 and 18.30 Mon-Fri and unlimited parking at any other time. Please see Westminster Council‘s website for further information.

By River
A River Bus Service runs every 20 minutes during peak time from Embankment to Woolwich Arsenal; the nearest pier to us is the London Eye.

By Car
The nearest car parks provided by Q-Park are located in Abingdon Street and on the south side of Trafalgar Square. Limited meter parking is also available in and around adjacent streets. One Great George Street lies within the congestion charging area. For more information, including charges, visit the Transport for London website.

By Bicycle
The nearest TFL bike hire docking station is 0.4miles away on Abby Orchard Street. Click on the Cycle for Hire website and type in our post code SW1P 3AA. If your bike folds our cloak room can hold approximately 5 bikes at one time.

By Rail
London’s mainline stations at Waterloo, Victoria and Charing Cross are minutes away by foot or by Underground. For further information visit the National Rail website.

By Bus
Numerous bus routes pass within a 1-2 minute walk of One Great George Street. Bus routes stopping near Parliament Square include: 3, 11, 12, 24, 53, 87, 88, 148, 159, 211 and 453. For further information visit the Transport for London website.
