Dave Sweeney
Conference Chair
Associate Director of Partnerships and Sustainability, Cheshire and Merseyside Health and Care Partnership
Dave is a multi-award-winning commissioner with 21 years’ experience working in NHS and Local Authority transformation and various levels of change management. He is passionate about mental wellbeing, social movement and harnessing the power of communities. In December 2016 Dave picked up an NHS Leadership Award for ‘Service Development and Innovation’. He graduated from and is part of the alumni from the Yale Global Leadership program on behalf of Cheshire and Merseyside.
In 2017 Dave left his Chief Officer role at NHS Halton CCG to help build the vision/design the implementation for Cheshire and Merseyside STP, a challenging role that covered 12 CCGs and 9 places. He designed the 10 point plan that was adopted across all places to support successful place integrated implementation. Dave spent 3 years working as Public Sector Director for Renover, ensuring the connectivity to ensure optimisation of NHS estate.
Dave is now a Director in the newly established NHS Cheshire and Merseyside and leads on Sustainability and a wide range of system aspects including the Green plan and implementing place and scale opportunities to meet the net zero targets. In summer of 2022 Dave was honoured to be named as the new Chair for Liverpool and Sefton Health Partnership Board.

Karina Dare
Primary Care Estates Strategy Lead, NHS Property Services
Karina has 30 years’ experience in health and disability sector in the UK and New Zealand working in primary and secondary care. She has experience in managing clinical services, organisational change and improvement, estates and facilities and strategic asset management.
Over the last 20 years she has developed her expertise in estates management and development including strategy for office, general practice and community hospital schemes. She has a strong track record of delivery of significant investment projects from business case to operational delivery. At NHSPS her work has focussed on optimisation of the NHS estate. She has a national role within our Estates Strategy team with a particular focus on Primary Care.
David Elstob
Head of Lease Advisory, NHS Property Services
David joined NHS Property Services in 2013 and took up his current role as Head of Lease Advisory in 2023. He leads a growing national team with extensive experience across commercial and healthcare estates. The team’s expertise was recognised at the 2026 Property Week Commercial Property Awards.
David and his team support NHSPS and NHS organisations with lease events, portfolio management, project delivery, lease negotiations, and identifying opportunities to create value and improve efficiency across estate portfolios.
Prior to joining NHSPS, David was Head of Property at Peel Airports. A Chartered Surveyor, he began his career in the West Midlands in general practice before specialising in valuation and business appraisals.

Emma Hau
Senior Healthcare Planner, NHS Property Services
Emma Hau is a Senior Healthcare Planner at NHS Property Services with over 20 years’ experience in architecture, design and healthcare planning. She has worked across the healthcare, education, commercial and residential sectors in the UK and internationally, delivering projects at all stages of the RIBA Plan of Work.
Prior to joining NHSPS, Emma worked for a specialist London children’s NHS trust, where she supported the development of its redevelopment masterplan and led stakeholder engagement and clinical strategy programmes. She specialises in helping NHS organisations create spaces that support high quality patient care and modern service delivery.

Chris King
Head of NHS Open Space, NHS Property Services
Christopher King is a chartered surveyor with over 15 years of PropTech and commercial real estate experience.
Before joining NHS Property Services, Chris built a career at Knight Frank and CBRE, advising on capital markets, investment, development, and asset management across London’s most dynamic markets. Drawing on this commercial expertise, he has led the creation and delivery of innovative estate solutions within the NHS, with a focus on digital transformation, space optimisation, and improving patient experience.
Today, Chris is recognised as a thought leader in PropTech, real estate and healthcare, driving forward new ways of working within the NHS estate, blending technology and commercial insight with public sector purpose to ensure space is better understood, better managed, and better utilised.
