We are pleased to announce the second annual Public Sector Fleet conference which will take place at the beautiful One Great George Street venue in Westminster (The Institution of Civil Engineers).

Delegate places are free of charge for all Fleet professionals employed within the UK public sector*. Places will be allocated on a ‘first come, first served’ basis and must be booked in advance.

A hot buffet lunch and refreshments will be provided throughout the day and the conference will be followed by a drinks reception to continue your networking.

The national Public Sector Fleet conference to be hosted at One Great George Street on the 10th June will see circa 100 public sector fleet and transport professionals attendance.

The conference will bring together central government, local authority, NHS and wider public sector fleet professionals in one place to hold key discussions around standards, policy, government guidelines, issues, opportunities and partnerships.

The challenges of Fleet electrification: International lessons and practical solutions

Filip Kolodziejski, Policy Advisor, Office for Zero Emission Vehicles, Department for Transport
The UK Government is playing a leading role in the shift to zero emission transport, with the Office for Zero Emission Vehicles (OZEV) at the forefront of policy, funding, and infrastructure development. In this session, Filip  will outline the Government’s approach to enabling the transition—highlighting progress to date, the regulatory and financial tools being deployed, and the critical role of public sector leadership.

Key themes will include the Zero Emission Vehicle (ZEV) Mandate, chargepoint infrastructure expansion, procurement incentives, and the Government Fleet Commitment.

Drawing on case studies, strategy frameworks and real-world quotes, Questar Auto UK will demonstrate how public sector bureaucracy adds complexity to innovation efforts, while highlighting the private sector’s ability to respond with greater agility and risk-driven approaches.

Chris Demetriou

Assistant Director Corporate Fleet, Transport & Accessible Community Transport

Islington Council

Chris Demetriou is the Assistant Director of Corporate Fleet, Transport & Accessible Community Transport at the London Borough of Islington. As the council’s operator’s license holder, he oversees a fleet of over 550 vehicles. A key priority for Chris is the council’s fleet electrification program, which aims to transition existing vehicles to full battery electric models in alignment with the council’s 2030 net-zero commitment.
With over 20 years of public service experience in local government, Chris is deeply passionate about environmental issues. He is dedicated to achieving Islington Council’s ambitious goal of net-zero emissions by both reducing and replacing the current internal combustion engine fleet with full battery electric vehicle equivalents. Islington Council is a leader in phasing out fossil-fuelled vehicles, having already implemented innovative technologies such as the award-winning ‘upcycling’ of end-of-life diesel refuse collection vehicles to electric, as well as Vehicle-to-Load & Vehicle-to-Grid (V2G) refuse collection vehicles which have powered various events across the borough. Additionally, Islington was the first local authority to operate 6 x 7.5-ton electric cage tippers and a fully accessible community transport bus.
Chris’s forward-thinking approach extends to various related projects, including wider Vehicle-to-Grid technology, solar PV, and energy storage systems. His ambition is to transform the council’s main fleet depot into a micro-grid in the future.

Andy Brown

Head of Category – Fleet

Andy leads the commercial staff working in the fleet category, covering c.£380m in third-party spend which incorporates all vehicles owned, leased, or hired by police fleet – including those services and goods needed to repair, maintain, modify, dispose and keep vehicles safe, roadworthy and available for use.

Andy is MCIPS qualified, an associate member of the National Association of Police Fleet Managers (NAPFM) and takes a leading role in the Sustainability, Infrastructure and Fleet work within BlueLight Commercial. He also sits on the NPCC Transport and Charging Infrastructure Group and ENLETS Green Mobility Group. He works closely with Fleet Managers across the UK through the NPCC Fleet Portfolio.

He has previously held Senior Commercial and Managerial positions within Central and Local Government. With 15 years of commercial experience he has worked across multiple categories of spend including fleet, highways, energy, FM and human resources, and led nationally on e-tendering and spend analysis.

Entering his 25th year working in the fleet industry, Rich started life as an apprentice LGV technician, progressing his career with different roles in the industry, including workshop and fleet management.

Switching to providing software to the Fleet industry, over the past 7 years he has been passionate in delivering award winning software internationally, as Head of Product globally for Chevin Fleet Solutions. The products delivered have contributed to Chevin winning the noteworthy accolade of ‘Technology Provider of the Year’ at the Fleet News awards 2025 by delivering powerful products that make a tangible difference in the Fleet industry.

Martin Edgecox has enjoyed a diverse career, working with manufacturers, central government, trade unions and leading fleet operations within the automotive supply chain. As national fleet manager for National Highways, he leads a team that deliver highly demanding, round-the-clock services. Martin chairs the government’s Office for Zero Emissions (OZEV) working group for special vehicles and is also a board member of the Association of Fleet Professionals (AFP). Martin is currently working hard to move the fleet to a zero-emission future.

Filip Kolodziejski is a Policy Advisor in the Vehicle Policy team at the UK Government’s Office for Zero Emission Vehicles. OZEV is a team working across Government to support the transition to zero emission vehicles. Filip leads on the Government’s commitment to transition its own car and van fleet to a zero emission base. He also works closely with the automotive industry, monitoring the health of the growing used EV market and developing measures to support the take-up of electric vehicles.

Fleet Decarbonisation Specialist – Waste Management

Cenex

Vicente leads on waste and recycling vehicle projects at Cenex, offering expert guidance to public and private sector organisations transitioning to zero-emission operations. Since joining Cenex in 2022, he has contributed to projects including vehicle trials, fleet planning, infrastructure assessment, and market research.

He is a key driver behind the Welsh ULEV Waste and Recycling Programme, has run hydrogen and battery electric RCV trials, and advised multiple organisations on their strategies for fleet decarbonisation. Cenex supports fleets to accelerate and de-risk their transition to zero-emission vehicles by developing tailored strategies, identifying the best-fit technologies, and maximising the impact of vehicle trials and deployments.

George Symes

EV Transition Programme Director

Metropolitan Police Service

As EV Transition Programme Director at the Metropolitan Police, George is running a series of EV charging pilots and feasibility studies to understand the operational changes required to integrate EVs into some of the most complex police vehicle roles including incident response vehicles, area cars and traffic cars.  He also led a study on behalf of the National Police Chiefs Council (NPCC) to estimate the national funding requirement for EV infrastructure across all UK police forces on behalf of the with input from 10 UK police forces, Blue Light Commercial and the National Police Estates Group (NPEG).  Prior to his work in policing, he has supported a number of complex “on demand” fleets to decarbonise including breakdown assistance fleets, vehicle rental and vehicle sharing fleets spanning cars, e-bikes and e-scooters.

By London Underground
Both Westminster (Exit 6) on the District, Circle and Jubilee lines, and St James’s Park on the District and Circle lines, are just 5 minutes walk away. For more information, visit the Transport for London website.

Walking Directions from Westminster Tube (exit 6)
When you arrive at the top of the stairs you will be on Whitehall. Turn around (as if you were to walk back down the stairs) you are now facing Parliament Square. Walk around to the right onto Great George Street until you come to two sets of traffic lights. Cross over both and continue walking straight down Great George Street for about 1 minute. One Great George Street is the last building on the corner of Great George Street and Storey’s Gate. The building is also the home of the Institution of Civil Engineers.

Disabled Parking
The nearest Blue Badge disabled parking bay is located on Matthew Parker Street (drive down Storey’s Gate to the west of the venue and take the second right). Alternatively, a little further away, there are bays on Old Queen Street and Queen Anne’s Gate. These Blue Badge bays offer free parking for up to 4 hours between 08.30 and 18.30 Mon-Fri and unlimited parking at any other time. Please see Westminster Council‘s website for further information.

A River Bus Service runs every 20 minutes during peak time from Embankment to Woolwich Arsenal; the nearest pier to us is the London Eye.

By Car
The nearest car parks provided by Q-Park are located in Abingdon Street and on the south side of Trafalgar Square. Limited meter parking is also available in and around adjacent streets.

By Bicycle
The nearest TFL bike hire docking station is 0.4miles away on Abby Orchard Street. Click on the Cycle for Hire website and type in our post code SW1P 3AA. If your bike folds our cloak room can hold approximately 5 bikes at one time.
